Udyam registration is national, but much of its practical value for a business in Jammu and Kashmir comes from local support: incentives under industrial and MSME schemes notified for the union territory, and the Facilitation Council for recovering delayed payments. This guide covers them.

Jammu and Kashmir's MSME Base

MSMEs in Jammu and Kashmir include handicrafts, horticulture and food processing, and small manufacturing units around Jammu, Kathua and Srinagar. Whatever the sector, Udyam registration is the starting point for most MSME benefits.

Local Incentives

Incentives for MSMEs in Jammu and Kashmir come from schemes notified by the administration and from central schemes. These can include capital investment subsidies, interest subsidies, reimbursement of stamp duty, power tariff concessions, and reimbursement of tax paid. Many schemes have additional support for women entrepreneurs and entrepreneurs from scheduled castes and scheduled tribes. Eligibility, amounts and conditions depend on the scheme, the enterprise's category and its location, and schemes change when policies are renewed. Udyam registration is usually a basic requirement.

Central schemes apply too, such as PMEGP for new micro units and CGTMSE guarantees for collateral-free loans.

The Jammu and Kashmir MSE Facilitation Council

Micro and small enterprises in Jammu and Kashmir can refer delayed payment disputes to the Micro and Small Enterprises Facilitation Council with jurisdiction over Jammu and Kashmir. The Council:

  • Tries to settle the dispute through conciliation.
  • If conciliation fails, takes up the dispute for arbitration or refers it to an arbitration centre.
  • Can award the principal amount and compound interest at three times the bank rate.

The Council's jurisdiction is based on where the supplier is located, so an MSE in Jammu and Kashmir can use it even against buyers in other states. Cases can be filed online through the MSME Samadhaan portal.

Industrial Land and Approvals

MSMEs setting up units can look for plots or sheds through J&K SIDCO and SICOP, and apply for approvals through the administration's online clearance system.

A Checklist for MSMEs in Jammu and Kashmir

  1. Register on Udyam and keep it current.
  2. Check eligibility for local and central incentive schemes before investing.
  3. Agree written payment terms with buyers.
  4. Use the Facilitation Council for unpaid dues.
  5. Use the administration's online clearance system for approvals when setting up units.
