The GST annual return is filed on the common portal, the same way for every state. But Telangana businesses often find the reconciliation throws up issues specific to how tax is split between the Centre and the state. This guide covers them.

Reconciling CGST, SGST and IGST Separately

GSTR-9 reports tax by type: CGST, SGST, and IGST. For a Telangana business, intra-state sales carry CGST and Telangana SGST in equal halves, and inter-state sales carry IGST. The reconciliation should check each head separately, not just the total.

Tax Paid Under the Wrong Head

A common finding is IGST charged on a sale that was actually within Telangana, or CGST and SGST charged on an inter-state sale. The tax has gone to the wrong government. The law doesn't allow a simple transfer: the correct tax is paid, and a refund of the tax wrongly paid is claimed, within the time limit. Finding this during the annual reconciliation, rather than in a notice, gives time to fix it.

Credit by Head

Input tax credit is similarly held by head, with rules on the order in which IGST, CGST and SGST credit is used to pay tax. Checking utilisation matters for businesses with large IGST credit from inter-state purchases.

Multiple GSTINs

A Telangana business with branches in other states files a separate annual return for each GSTIN. Whether GSTR-9 and 9C are needed depends on aggregate turnover across all of them under the same PAN. Supplies between the Telangana GSTIN and other states' GSTINs appear as outward supplies in one and inward in the other, and should match.

Scrutiny Afterwards

Scrutiny of annual returns is carried out by the authority the taxpayer is allotted to — the Telangana Commercial Taxes Department or central GST. Notices often cite differences between GSTR-9, GSTR-3B and GSTR-2B.

A Checklist for Telangana Businesses

  1. Reconcile CGST, SGST and IGST separately.
  2. Check that every sale was taxed under the right head.
  3. Claim refunds of tax wrongly paid under the wrong head, within time.
  4. Match inter-GSTIN supplies across states.
  5. Keep reconciliations ready for scrutiny.
