FCRA Compliance for Telangana NGOs Receiving Foreign Donations
Practical FCRA points for Telangana NGOs — opening the SBI New Delhi account from Hyderabad, utilisation accounts, diaspora donations, field verification and staying compliant.
Telangana NGOs receive foreign funding from international foundations and from the large Telugu diaspora in the US, UK and elsewhere. FCRA applies the same way nationally, but a few practical points come up often for organisations in the state.
Opening the SBI New Delhi Account
The FCRA account must be at SBI's New Delhi Main Branch, but the account opening process can be started through an SBI branch near you, including in Hyderabad, with the required KYC documents. Plan for the time it takes.
Utilisation Accounts
Most Telangana NGOs open a utilisation account at a local bank branch to spend funds on programmes. Keep it separate from domestic accounts and report it to the Ministry.
Diaspora Donations
Donations from people of Indian origin who hold foreign citizenship are foreign contributions, even if they were born in Telangana. Donations from NRIs who are still Indian citizens are generally not foreign contributions when made from their own funds. Collect donor passport details to classify donations correctly.
Field Verification
During registration or renewal, local authorities may verify the NGO's address, activities and functionaries. Keep records and reports ready at the registered office.
Common Issues
- Receiving foreign funds in a domestic account by mistake.
- Exceeding the 20% administrative cap.
- Paying partner NGOs from foreign funds, which is barred.
- Late FC-4 returns.
- Not reporting changes in office bearers.
