Cash Flow Planning for Telangana Businesses: Tax Dates, Subsidies and Working Capital
Cash flow planning for Telangana businesses: state tax dates to build in, timing of state incentives, and working capital options in Hyderabad.
Cash flow planning works the same way everywhere, but the dates and sources that go into a forecast have a local flavour. A Telangana business has state tax payments to plan for, may be waiting on state incentives, and draws on a local banking ecosystem for working capital. This guide covers the Telangana side of a cash forecast.
State Payments to Build In
- GST: tax payable with GSTR-3B, which for a Telangana business is split between Central GST and Telangana State GST on intra-state sales, and Integrated GST on inter-state sales. The cash date is the same, but plan for the full liability after credit.
- Professional Tax: employer deductions from salaries, and the business's own enrolment tax, paid to the Telangana Commercial Taxes Department on the dates the state prescribes.
- Property tax and trade licence fees to GHMC or the local municipality, typically annual or half-yearly.
- Electricity charges, which for manufacturing units can be one of the largest fixed monthly outflows.
Central Payments
Alongside these, national dates apply: TDS by the 7th, PF and ESI by the 15th, and advance tax instalments by 15 June, 15 September, 15 December and 15 March.
Waiting on State Incentives
Businesses eligible for incentives under Telangana's industrial policies — such as capital subsidies, power cost reimbursements or tax reimbursements — often face a gap between incurring the cost and receiving the incentive. A cash forecast should treat incentives conservatively: include them only when there's reasonable certainty about timing, and don't rely on them to meet fixed obligations.
Working Capital Options
Hyderabad has a deep banking and NBFC market for small and mid-sized businesses. Common options include:
- Cash credit or overdraft limits against stock and receivables.
- Invoice discounting, including through the TReDS platforms for businesses selling to large buyers.
- Term loans for capital spending.
- Schemes for micro and small enterprises, including credit guarantee-backed loans.
The best time to arrange a facility is before the forecast shows a shortfall, while recent accounts look healthy.
Collecting From Large Buyers
If you're a Udyam-registered micro or small enterprise, the MSMED Act requires buyers to pay you within 45 days of accepting goods or services, with interest on late payment. In Telangana, delayed payment disputes can be taken to the state's Micro and Small Enterprises Facilitation Council. Knowing your rights helps you forecast — and chase — collections.
